Which visa office will process my online application

Currently I am submitting TRV for my parents, they live in China now. I will be their representative for submitting the application on behave of them.

My question is which visa office will process my application, is there any difference to submit the online application between from China and Canada. Fed gov might track the submitting IP address?

Hope you will get some information from VFS Global, who is handling worldwide applications for visas for Canada as well as so many other nations.
