My profile: 10th: 78%, 12th:67%

B.E(Electronics and Telecommunication): 70%(overall), 77%(last 2 years)

IELTS: 8.0 Bands(L-9,R-8.5,W-7,S-7)

I want to pursue Masters in Engineering(M.Eng).

Which universities do i stand a better chance of qualification?

I want to apply to 3 universities max.

Any suggestions would be grateful.

You have a decent profile, but considering the present scenario, I would recommend you to apply to more universities. People with GPA=>9, TOEFL>100, GRE>300 are getting rejected by many universities(good and bad). It would be wise to apply to 3 ambitious, 3 moderate and 3 safe universities. Recently, one of my friend got rejected from Carleton, SFU, Manitoba, Regina and UBC. That's all he applied to. Don't mean to scare you :) just saying have a backup atleast!!

Can you suggest names of any three "safe" universities? Or even "moderate" ones?
 
moderate- Saskatchewan, Regina, Dalhousie ,Windsor, Concordia
Safe- Lakehead, Memorial, UNB,VIU, UNBC, TRU.

My wish is to get admitted to UVic in MEng for Electriclal and Computer engineering. Do you think I can get in without GRE? Also do we need a supervisor for M.Eng or is it just for MASc?
 
UVIC is one of the best universities for ECE. I think you meet all the minimum requirements to get in. So saying that, you should try for sure. For Meng program, you are not required to contact supervisor but it would be hard to get in as the supervisor has to make a decision. Contacting him/her would make your intent more clear and your chances would definitely increase. But it is not necessary. I applied without contacting the supervisor and got admit in 20 days. But there are lot of applicants still waiting for the decision. I did not submit my GRE score, though it was recommended.
