I live in USA and am citizen of India.

I have been living in USA for almost 9 years and my assumption is that I should get police certificate from USA.

Please correct me if I am wrong.

Unless you started living in the states before you turned 18, you would need both from India and FBI.

Just to be on the safe side, apply for your certificate to the nearest Indian consulate. I got mine from NY consulate in less than two weeks. They will require your original passport and about 50$ including postage for the whole thing.

umm as far as i know if you have been living in a particular place for more than 6 months in a row after the age of 18 that is the place you would need to PCC from anything before that is not needed

It's not "in a row", it's any country you have spent 6 months/180 days in total. So if you were to visit France for 2 months, then go back home and return to France for another 4, you'd need a police certificate from France.
