This might be a tough one but I will still go ahead and ask the question.
I am in IT field and I have the relevant experience in several IT related NOCs, for example 0213 – Computer and information systems managers as well as 2171 – Information systems analysts and consultants . The question might appear stupid but is important for me. Which NOC should I choose in my EE profile? In other words can anyone help me in providing some sort of link/guidance/forum on which IT/software engineering/computer engineering related NOC have/has the best chance(s) of getting PNP ITA through EE? Keep In mind , my rough CRS estimate score means I will not receive a direct EE ITA. I ask this question because I have seen some provinces actually specify certain NOC codes under skilled worker for a particular draw, hence I feel selecting a relevant NOC which had better chances (from a historical perspective) of getting a PNP invite is the only way/hope forward for me.
PS- MY rough CRS score ~ 415/420, so my thought is to create an EE and express an interest in the relevant provinces in the EE. The only way i will receive an ITA is if i get nominated by a province(get the 600 points) and thats added to my CRS score of 415/420. Is there any other way I should consider, Keep in mind that my estimated CRS score is pretty accurate and based on my IELTS results and education transcripts? If you feel my CRS score is too less even for a PNP invite, please do feel free to say so as well.
 
No chance of PNP with that score. Ontario is the only province which consistently invites people with zero connection to Ontario or Canada with tech NOC's but you need a score of atleast 460 as per their latest Tech draw which happened on 15th December, you can check that here.

Most of the other provinces need some form of connection like a job offer, education etc., to qualify for PNP. BC is the other province where tech NOC's are in demand but you need a job offer. No idea about other provinces.

Thanks @seadrag0n - OINP is definitely tough, but I did see this as well - https://www.cicnews.com/2020/05/lat...ement-historically-low-0514345.html#gs.phoph1 , guess this is from around May 2020 and the minimum needed CRS was 421. Still, I agree with you on the recent trends in OINP. Is it possible for you to share some link/source from where I can look up other provinces' tech draw cut offs and other pertinent details?

Those low scores were for CEC candidates only as IRCC decided to stop inviting FSW candidates and OINP did the same for only one tech draw, they did three more draws after that and invited everyone.

This link is for BC Tech pilot, no idea about other provinces and I am not even sure if they invite tech NOC's.

You can also look into studying French, CLB7 in French is worth 60+ points now.
