Which document is better for proof of English? Expired IELTS (2018) or Canadian Bachelor's degree

I'm asking mostly because my bachelor's degree doesn't have anything written on it to show that it was completed in English.

1. Either or, but if the IELTs General, I would go with that.

I would have probably just sent my expired IELTS (the one i had used for PR).
