Hi experts,
Quick Q: I will reach 1096 days on May 07,2015, and plan to submit application ASAP after that(maybe one week extra as buffer). Lets say May 15, 2015. The package should arrive Sydney CIC office by May 18,2015 or so with FEDEX.

Seems it would take 1 month or so to receive AOR from CIC ( I am in Montreal.). Say, Jun 15,2015.

IF C24 get effective on Jun 01,2015.(I mean IF.), will i be appliable to C-24? Or will CIC still handle my case with the adorable old 1095 law ?

You answer is very important to me.

The date that CIC receives your application is the official date. So if the old rule is still in effect when CIC receives it, the application will follow the 3/4 year rule, regardless of when the new rule date kick in.

The date that CIC receives my application ? You mean the date when the courier delivers the package to CIC guys? True that CIC is supposed to sign the package when receive it from courier.

Yes. That is the official date that CIC received the package, from the courier.

That is why those on the cusp of the deadline may end up falling under the new rules since the travel time for package to arrive at CIC meaningless. So a person who qualifies under the old rule on the day or 2 before the deadline will not make it in time.

For example: if one meets 1095 days, he has to sign the application the next day. Then mail it next day delivery. That's 2 days gone since 1095 days are met and the application was received on the official new 4/6 rule date.

If i were in that situation, I would fly myself to Sydney and hand in the package on the 1096 day by myself. At least this can save the time of package delivering by the courier. lol.

They don't accept hand in applications. Must be by mail only. It's the only way to make an official record of transaction.

then i would ask local FEDE guys to do this on the 1096th day for me. Pay more money tho.

May work if you can get same day delivery, assuming CIC gets it before office closes.

Same day delivery usually ends with a delivery at end of day and probably after the office closes for the day.

Yes it won't apply to you at all. But it's interesting to point out the possible scenario that one can actually be under, especially for a person living in BC or Yukon, or anywhere h/she lives at the greatest distance from Sydney, NS.
