which colleges/universities didn't count backlogs ??

Please tell me which of colleges and universities in canada and Australia do not consider the number of backlogs as I have done b.tech mechinal with 31 backlogs (all cleared within the time) now I am looking for an admission in an overseas educational institute??

I applied in Concordia university and Carleton. Both didn't ask me about backlogs.
Concordia accepted me but Carleton rejected my application. Due to same department of univ of Ottawa and Carleton univ, getting addmission is competitive.
