I an looking to book a flight to Edmonton,Alberta that has a layover in Toronto. I will l be traveling from Dubai.

Will the immigration customs and issuing of the study permit (after showing POE letter) be done in Toronto or Edmonton?

Additionally, is a 2h 40m duration enough for all the processes to be done smoothly at the Toronto airport? The flight operator is air canada.
