Hello, I am looking to move to Canada but I have no clue which way to try. From my understanding I need a job offer first. So my question is can I come to Canada as a visitor and find a job and then apply for a work permit which could ultimately lead to permanent residence? Or do I need to find a job while still in the US and then apply for the permit and move to Canada?

In general, it’s much harder to find an employer willing to sponsor your work permit/permanent residence because of the time, cost, and high rejection rates in that process. Employers prefer to hire those who already have legal working status in Canada.
Look up Express Entry on this forum and on the IRCC site where you apply for permanent residence based on your work experience, education, and English skills—yes, you need to take an English test even if you’re based in America.
It’s not necessary to have a job offer, but you have to make up for it in other ways.
Unless your job falls under NAFTA, it is next to impossible to get a job offer from outside or inside Canada. In order to hire you, the employer needs an LMIA. The LMIA process takes months to process, has strict requirements and costs $1000, non-refundable even if refused. The majority of employers are not even willing to try.
You should focus on meeting the requirements to immigrate to Canada.
