as per the instruction guide for FSW(http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp) program the applicant should mail application to :
Citizenship and Immigration Canada
Federal Skilled Worker
NOC Category, Offer of Arranged Employment category or PhD category
Primary NOC 2011 Code: XXXX

BUT, submit application section (http://www.cic.gc.ca/english/information/offices/canada/sydney.asp) says we have to

No, it would be fine!
 
what i understand is if someone courier the package than it should target the physical address
but if someone send it to regular post then it should be to the po box number, i need more expert opinion
