lol I do not understand ur question why would u go to toronto if u r studying in saskatoon.
ur flight may go through toronto but ur final destination will saskatoon right? in other words u may have layover in toronto

which ever is ur POE thats where u will do ur immigration ..so if u have layover in toronto before u fly to saskatoon then yes toronto will be ur POE and u will do immigration there
