Where to get the IME number for IEC?

I need to do a medical check and I called a list of registered Hong Kong doctors and they all said they need a IME number before they can proceed.

Where do I find it?

I called someone at CiC and they said that, you don't need an IME number to do a medical check, they can do it without. Is that correct or is the representative clueless?

If you applied through online you will get a e-mail(Log into CIC website) or if you applied through paper you will get through mail or Courier.

IME Number is needed for medical exam, if they requested you medical.

There is also another option that we do medical in advance without their instructions. In this case you will not have the IME number.
