Where to apply - FSW or CEC??

Hello Members,

A cousin of mine completed his 12th Standard and then completed 3 years Diploma in Mechanical Engineering. After working in same field for about 7 years, he went to Canada on Student Visa in 2011. He is currently on Post Study work permit but does not have a field job. He acquired his work permit one year and 3 months back.

He recently came to India and gave IELTS general and scored 8 bands overall.

His occupation is under high demand in Canada currently (NOC 2132 and 2232)

Can he apply for Canada PR under FSW even if he is currently living in Canada?? or does he have to apply compulsorily under Canadian Experience Class?

He can apply for FSW if he qualifies just like anyone else.

Just re-confirming one last time. He is currently in Canada and not working in Mechanical field even though he qualifies right?
