Where should i write on Schedule-1, Background / Declaration Form

As i am going to apply under SINP Family Members Category. I have worked in different organizations as well as Temporary Civilian Employee (Contract basis/not a uniform personnel) in Navy. I have worked in this organization for 7 years. I am little confused while i am preparing my applications.

Please help me out and advice me, where to write my this work experience since the age of 18 years.

1. Column No.11 (Personal History)
2. Column No.13 (Government Service)
3. Column No.14 (Military Service)

In column 11.
As you were a contract worker you cannot show it as a Government job and being a civilian contract worker you cannot include in Military service also.
