A permanent visa application for spouse now requires a police certificate upfront with the application. IRCC will accept a consent form in place of a police certificate for countries that require a request from IRCC to issue a police certificate.

But the IRCC does not provide a link to the consent form. So which one is it?

The consent form isn't an IRCC document. It's provided by the country from which you're trying to obtain the PCC.
 
Ok. Thanks for your quick response. Do you know where I can locate such a consent form for a PCC from Thailand? [Or a consent form from any country as an example]
