Where do we pay the 75 dollars?

This is probably a silly question but do I pay the 75 dollars here in Canada at the bank and than send my visitor the receipt? Im inviting someone up from Grenada ....

If applying online u pay with a credit card..
if the person is sending the package to Trinidad to process...the 75$ must be made out in a bank draft payable to " High commission of Canada" Draft must be drawn at local bank
