When you applied for a visa with your family (spouse and children) all the responses come at the same time?

We applied as a family 11 weeks ago (2 study permits, an openwork permit and a visitor permit). They approved three of the visas, but one is still in process. Is it normal that they review the application separately?
If the children were approved, does that mean that there's a high chance for the remaining visa (spouse) to be approved?

Visas don‘t have to be processed at the same time. And it doesn’t mean higher approval.
