When VO asks for marriage certificate

Just curious, when we get a doc request from the VO asking for an original marriage certificate, can we use that to guess what stage the application is that?

I'm guessing you applying from Pakistan, in which case the original marriage certificate was a required document. Therefore, I don't believe that you can really say anything at this stage.

Agreed with the above. CIC is requesting a missing document that should have been included with the original application. Typically these requests happen early on in the process.
