When to submit the application package ?

Hi,
Could some1 advice me on when can I submit my application package to cic.
As it is going to open on 4th May 2013 onwards.So shall I send the application through courier on or before 4th May 2013 to get considered in the new applicants(i.e the people who have submitted their applications to be processed through new rules.)

Is there a new NOC released for the new batch of 2013 ?

The application must arrive on or after May 4th. If it arrives before May 4th, the application will be processed under the old rules.
