As per the overview of the new application kit, it states to submit schedule A and police certificates after receiving the letter of acknowledgment.

For an inland application:

should we request the police certificates (Canada and Turkey) before mailing the application, after mailing the application, or after receiving the letter of acknowledgement?

How long does it usually take to receive the police certificates?

Do we request the police certificate for Turkey through the RCMP or does it have to be done separately through the Turkish Embassy?

a) there will no longer be inland/outland specific streams with the new application system. so if you apply with the new package, you are an applicant, not specifically inland or outland.

b) the small amount of information available suggests that police certificates and medicals are not going to be required upfront anymore, therefore you will need to wait until IRCC requests it from the applicant. since the new process has not even started yet, it is unknown when these requests will happen. it is a wait and see situation. it's most likely going to be recommended to wait until it is requested from IRCC before going through the process of obtaining a police certificate. it was noted yesterday on this forum that the panel physicians will no longer be able to do an exam without the specific request from IRCC. if more time is needed than the proposed deadline, then the applicant can apply for an extension.

c) unless something changes with the new application, an applicant does not need to request a PCC for canada, regardless of how long they have been in the country. if IRCC needs this, they will request it specifically.

d) Police certificates requests are not made through the RCMP. Police certificates are generated by the proper authority in each country you are getting the report from. So, you will need to follow the directions for obtaining a police certificate from the governing authority in Turkey. I'm sure the current application guide has links for how to find this information. or you can simply google "police certificate for Turkey" and see what pops up. or you can find the thread specific to the Ankara visa office and ask there.
