Hey guys,

I (the sponsored applicant) am moving to Canada in a couple of weeks and am currently organising my application for arrival. When looking through the Document Checklist some of the wording has confused me. What i'm unclear on is whether I submit the IMM5669 E with my application (which is what I originally thought), or if I need to wait for that particular form to be requested?

Here is the quote from the Document Checklist.

"You do not have to submit police certificates now. After your application is received, you be requested to a) submit a validated Schedule A: Background/Declaration (IMM 5669) form for yourself (and any family members 18 or over), and b) provide police certificates."

Just replying because I see you didn't get any answers, but hopefully you got this all sorted out already.

As far as I know, I haven't heard of any cases that did not submit their Schedule A (IMM 5669) initially. If you can, you should.
I have heard of cases where a long period of time has passed since the initial submission, and IRCC requested the principal applicant submits an updated Schedule A to see what they have been doing while the application was being processed.
And with regards to police certificates, I know there are some countries that will not issue police certificates without a request from a formal institution, so that is why they do not list police certificates as mandatory with the initial submission. Again though, if you are able to, and if the police certificates from your country do not quickly expire, it is good (in my limited experience opinion) to submit that with your initial application. It reduces the delay from IRCC asking for additional documents and you needing to rush to get them in before the deadline.

All that to say, I think you should definitely submit IMM 5669 (as you originally thought) with your application package. Hope it goes well!
