When to apply for Visa?

I have been accepted into a program for Jan 2014/September 2014 start.
Can i apply for visa for September 2014 now? When will the decision be made in this case?
I have read on CIC and they say "apply as soon as you have LOA".

Shall I apply for education loan now? If I apply now they may charge me interest till September unnecessarily.

Also, if I intend to start the same program in January 2014, will it be wise to apply for a visa now? will it be processed in time to start in January 2014?
I know it's very late but still want to know if anyone has applied and been successful.

hey you can apply for education loan. Just dont take rupees from bank so they will not chrge you interest. Loan is valid for 6month so at the time of pay that is August or September you may take amount from bank. And it is not wise to apply for visa for jan 2014. Spp general or uni category?
