PR card Query

Can somebody explain the following points?
1) Should we apply for the PR card at the time of landing or afterwards?
2) Should we give photographs again?
3) If yes, the format of the photo same as which we gave at the time of applying (face only)?
4) Can we give a new photo which we take now or should it be the same which we gave at the time of medicals?

The COPR's that are given to you by the visa office, will be used for PR Card creation. Immigration officers will take the COPR's from you in Canada when you arrive, you'll get a stamped copy for your records.

You only need to give them the Canadian address for mailing of the card.
