She submitted Citizenship Application last year, AOR June 2020. Online status shows Background check completed Feb 2021, other 3 "in progress". Last update date shows April 23, 2021.

Is it normal for the "last update date" to be 4 months ago? Wonder if it helps to call/write to follow up at this point. Just afraid her file is being "forgotten".

Is this a good enough reason for an urgent request when AOR to present is 14 months?

14 months applications don't qualify for urgent processing. Some people have been waiting for close to 3 years. The new processing time is 2+ years if everything is OK, and updates between steps take months. You can call, and ask about your wife's file, but I doubt it would do anything. They would tell you who is the culprit for this delay to be blamed: Covid-19

Officer has to work on it.
There is no timeline defined in law to finish your application. Per timeline on their website, cic says that they are processing Jun2019. So you can do anything other than waiting.
YOu can submit webform enquiry to send you test invite every 2 months. I dont see any other option for us.

I received test invite after 16 months of applying. And many 2020 applied before you are still waiting(including some 2019 ones).
