when should I apply FBI report

noticed that cic give people 60days to submit application after get ITA.
But get a FBI report need around 3 months, maybe longer.
So when should I apply FBI report?

I have 435, so I expect that I can get ITA in the following 2 or 3 draws.

I think it would make sense to apply for it now. The FBI website states that the current processing time is 12-14 weeks...which is about 3-4 months...so applying now might be helpful

PCC cannot be older than 3 months

from another immigration forum, I saw a discussion said that we can submit application first without Police certificates, and then add it later. Is it possible?

yes you can but you need to show documents that you applied for PCC, like the FBI PCC application form and the credit card form and an explanation letter to CIC that you have already applied for the PCC and waiting for the results.
