The bill hasn't been passed yet, but at this stage it's really just a formality.
Since they have 280,000 refunds to process it's going to take a while. Refunds as it is can take up to 6 months. IMO it will probably take 12 months to get through them all, but that's just a guess.
So they might have a cancelling the backlog, backlog. Some irony there, one feels....
