When it called for Right of PR fee?

Hi,
I have applied for PR under spousal sponsorship from USA.
Application has been received in 6th March'2014,
Sponsorship approved in 5th April'2014,
CIC has asked us to pay the Right of Permanent Residence Fee in 3rd July'2014.
Transaction has been done in 5th July'2014.

After that no email we have received. Also after the sponsorship approval It has shown in application status: " Application received". Still it is showing the same thing.

Can any one please tell me that it is normal or not?
Also, Asking for PR fee means: are they going to take decision?

The RPRF request is a good sign - it means they are almost done with the application and want payment. It is normal to have a delay after RPRF payment (which is why many people suggest you pay it all upfront). Just be patient and you should be getting some good news soon.

Did you send cic the receipt of payment? They need to be informed and shown that it has been paid.

..Once your rprf has been paid and receive a barcode receipt that's correct.
You won't receive any confirmation, not unless they will ask your
Passport to send it to them. About ecas, it's normal to have status application
received, your paper are still fresh for 5 months.

yup, the receipt have been sent by the both procedure that was described in the email.

We had the RPRF requested on July 15th and still don't have any news, we went into Process though July 14th.

Hoping after this long weekend maybe we'll hear something.
