when exactly to pay processing fees

Hello,
I am a little bit confused on the moment to pay for application processing and permanent residence fees.
for instance, should I immediately pay for it once I fill and submit my express entry. or, should I wait to be invited to apply for permanent residence before I pay ?

You are required to pay the processing fees $550 at the time you submit your application. For the Right of Permanent Residence Fee $490 you have the option to pay that together with the $550 or pay it when they request it. If you are outland, they will send you a request in the middle of the process. My immigration agent suggested me to pay it together though, people say it is faster, but still I am a CEC inland and my application took 6 months.
