When does the processing time start? (I have searched the forum but have not been able to find the answer)

I know it is a 2 step process.

Step 1 being the Assessment of Sponsor
Step 2 being the Assessment of Person Being Sponsored (applicant)

I would like to know when the step 2 processing time officially starts.

Is it upon receipt of file at the VO?
Is it upon issuance of AOR?
Is it when ecas shows In Process?

24 hours over 60 reads and now one knows the answer? I would have thought that this would be an IMPORTANT topic given all the people the are applying for PR.... ???

Can anyone shed some light on this please .............
 
Q 1. Why has Citizenship and Immigration Canada (CIC) posted these statistics?

These tables have been prepared so that people who visit the website will be able to easily access information on application processing at visa offices around the world.

The tables show the number of days or months that were required to approve or refuse applications at each visa office last year.

Q 2. What does “finalize” mean on these tables?

Finalize means applications that have been approved or refused.

Q 3. What is included in the processing time information?

Processing times are calculated from the date that an application is received until the date that the application is finalized.
 
I'm not an expert here but have learn many things by reading threads related to what I need to know.

Step two begins when you received your AIP ( Approve In Principle ) letter or confirmation. Yes ofcourse it begins after Step 1 which is not only the evaluation of the Eligibilty of the Sponsor, also the checking the completeness of the application, genuineness of the relationship. As per CIC website , it will take 9 - 10 months to finish Step 1 . But it's always a case to case basis.

Inland Application takes 9-10 months Step 1

Outland Application takes just 40 days to finish Step 1
