When does an application "check for completeness" happen?

So you send your application, after some time they give you a Stage 1 AOR, and then they make a Decision Made for the Sponsor.

Does the Stage 1 AOR is enough to assume that the application was complete and no forms were missing?
A Decision Made is only made if the application was complete? or one of the possible outcomes of Decision Made could be "Missing form, sent back"?

While I checked and double checked our application before submitting it, I'm starting to become paranoid that maybe I forgot something

I'd say a cursory check for completeness is done as part of Stage 1, but it wouldn't say that guarantees that the VO abroad (or here) won't ask for something more, even something that you have already submitted. I'm not from CIC but I'd be VERY surprised if a "Missing form, sent back" is one of the possibilities for a 'Decision Made' in Stage 1. I certainly hear your concern, we found this forum shortly AFTER sending in our application (can you imagine?), and we only sent in a 12 oz application as opposed to the 7 lb'ers some folks here were ranting about.

My boyfriend was approved as as sponsor on May 27. No additional documents requested.
On June 4, I received a message from Vienna to fill out an additional document because I had a 1 month gap in my background form.
I sent the form back the same day.
Since then, no word from Vienna
