When can I link my application to gckey?

Do I need to create a mycic account?

What is the difference between the two?

Try linking after they receive your application. I wan't able to link to ecas until I got sponsor approval, but it seems to be different for everyone.
gckey=mycic (yes, create an account)

Here are the two place to check on your application:
