In which step of the application do I include wedding photos and evidence that our relationship is genuine? Is it when I am applying as a sponsor..or later when my spouse applies for PR?
 
BOTH applications are sent TOGETHER in the same package to Mississauga. Mississauga will first process the sponsor's application to decide eligibility, then will forward the applicant's application to the appropriate visa office for processing. So, any and all relationship proof used in the application (including pictures) must be in the original package sent.

We did both. We put some pictures with his part and some (I think majority of the wedding pics + tons of other) in the second part. It didn't hurt. We just got our CoPR on Friday and it took us less then 5 months. I agree with the other person saying to send everything together. It will be quicker and less complicated. My theory is to provide the government with everything upfront so it's quicker.

Im sorry if i sound stupid, im still kind of confused!...I am the sponsor so i am going to submit the application for eligibility, when i submit this application do I need to send any photos or proofs that our relationship is genuine with the eligibility part of the application? or do we submit those after I get approved for being eligible for sponsoring...?

YES! When you send your sponsor application you are sending a) sponsor paperwork, b) applicant paperwork AND c) all relationship proof for BOTH the sponsor and the applicant. It's not necessarily attached to the sponsor's application or the applicant's application - it is technically a piece of the ENTIRE application that is sent in to immigration. That includes, the sponsor's application, the applicant's application AND all relationship proof, including pictures. If you feel the need to clip it to one of the applications, go ahead. Or you can keep it separate. However it is organized isn't the point, the point is that it MUST be sent upfront with the applicant's AND sponsor's paperwork. CIC will reorganize all the papers when the package is opened.

You will NOT be sending the sponsor's paperwork and waiting to hear from immigration before sending the applicant's paperwork and relationship proof. You will be sending your (the sponsor's) paperwork in an envelope (or box) ALONG WITH the applicant's paperwork and any and all relationship proof you submit, including pictures.

You submit BOTH parts of the application at the same time. If you send in your application as a sponsor without your spouse's application documents, your entire package will be returned to you unprocessed.

What people often do is have 3 envelopes - one for your application to sponsor your spouse, one for your spouse's application for permanent residency, one for proofs such as wedding photos. Wherever forms say "provide proof" you can reference the 3rd envelope: "please see photos from the "proof of genuine relationship" envelope attached to this application".
 
i get it now, i initially thought that you first send the sponsor paperwork then hear a reply back, then continue with the the applicants paperwork! thanks for explaining it to me ! :)
