When can I count my Canadian PhD (in progress) as part of my education in my EE profile?

I'm studying my PhD in Biology in a Canadian institution. I want to apply for permanent residency under the FSW stream. Can I list my Canadian PhD degree as soon as I defend my thesis? If not, when's the earliest that I can count it?

Once you complete all degree requirements successfully and are officially awarded the PhD.

Thanks for your reply. But, there's usually a delay before they hand you your degree even after you complete all the requirements. The delay could be as long as a couple of months (after you successfully defend your thesis until the convocation ceremony).
