Yes u can apply. Dont disclose that u dont have SIN or have not landed. Give address of Canada in ur CV. U can get SIN the next day u land.
The problem that u might face is if u r called for an interview, they will not wait for 3 months for u to come. Then mostly the companies call and inform. They will not call outside Canada. U might have to rush in a week's time if they do contact by mail. And if u cant, it will be difficult for u to apply to same company again.
So my advice is to all the formalities of going for 2 months. Theres a lot to be done. Start looking for companies as well but apply when u r in a position to join as soon as to want u to.
