When and how can we appeal ???

Our family sponsor visa is rejected in mid jan 2012 from new delhi but still not rec. the refusal letter , can anyone help and guide how and when can we appeal , do we have to wait for refusal letter. more than 15 days gone still no refusal letter . can anyone help with good lawyer or immigration consultant for appeal with past exp and fees some are too much expensive.
