I sent my application to Nova Scotia on the 28th of july 2012 I was not aware of the changes, it was received on the 4th of july 2012, what is going to happen to my application, someone should please tell me.

As I know, they won't affect your application. These changes will start to apply in 2013 (January maybe)...
