What will be the fate of unfilled NOC?

Dear Experts,

As we know, till date few NOC have reached the 300 cap, few are about to and few are very unlikely reach 300. If suppose, few NOC remain unfilled till 30th of April-2014, what would be the next thing that may take place. For instance, if 'mining engineers' remains unfilled, would it be filled by other NOC applicants?

Nothing will happen. The program will simply close / stop accepting application. And no - the unfilled spaces will not be taken up by other NOC applicants.
