If you want to work then find an employer that will give you an LMIA then you can get a work permit.
If you want to visit then you need a visitors visa, visitor cannot study or work in Canada.
If you want to become a PR try the Economic stream: Provincial Nominee, Federal skilled worker class, Canadian experience, Express entry, etc

So maybe I am being picky but the OP assumed to be Irish passport holder so visa exempt for visits plus can study 6 months or less without a study permit but of course cannot work on a visit.

Apart from the eligibility link in previous post see where jobs skills are in the NOC database as really need to be classified as 0,A or B http://www.cic.gc.ca/english/immigrate/skilled/noc.asp

Given the OP is still only 30 even a working holiday could be an option but with a wife and 3 kids who could not be part of that application it would be a big commitment as a look see with no guaranteed outcome so probably not a risk to take http://www.cic.gc.ca/english/work/iec/eligibility.asp

You and your wife should look at both applying for IEC. There are a lot of spots open, so chances are very good that you would both be approved for work permits.
