what to do with BAcklogs

Hello,

i have completed my BE in Electronics and Communications.
but i had 20 backlogs during the BE which was cleared by end of the BE in 2013.
i have secured L-6.5, R-W-S-5.5, overall 6.0 bands in IELTS.

is it affect to the visa or in getting Admission in University or collage ??

and should i can able to go on 12th basis... is Gap become an issue??

I'm not sure what you are actually asking but if you mean you want to know if you can use your IELTS result for Express Entry immigration program, then it won't be possible as you are expected to make a minimum of 6 in each section of the test. 5.5 which you made in speaking renders this ineligible, please write the test again and aim for higher scores.
Furthermore, you have to have your BE degree/educational credential accessed to know if it is equivalent to a Canadian degree.

and have good opportunities for both the countries.

so, now preparing for GRE and go to USA...
