I would like to know what to do when the university I got my bachelor degree doesn't want to send your transcripts to the institution that assess.

I am planning to send a letter explaining the situation. Anyone has any useful suggestions?

Some agencies allow you to send the transcript obtained from your university, in a properly sealed envelope. Check requirements for WES, CES and IQAS and see if they allow applicants to send the transcript.

You can offer to minimize your university's work and cost to send the transcripts:

Send your university a copy of your transcripts and an unused envelope with postage stamps addressed to the assessing institution. That way they just have to varify that your transcript is a true copy, put it into the prepared envelope, add their seal, and mail it off.

This approach avoids printing and mailing costs, and requires minimal effort on their part.
 
Try going to university in person, collect all required documents with attestation and get university envelope then post yourself to ECA.
