What time can I apply for CEC?

Hello, I reach my one-year eligibility for CEC today - I worked full time from 26 October 2020 and covered 30+ hours each week since then.

I'm not eligible for FSW so I haven't created my EE profile yet. I am only eligible for CEC.

Do I wait till 12.01 am to create my EE profile? Or can I make it now?
