My advice is to send your PCC as soon as possible, a copy of IELTS receipt and a letter. But I can help by anonther way if you can do so....Listen, you can send a letter and ask them for waiving the IELTS test as you have a good English. Then they will transfer your request to an immigration officer to judge this issue. Of course he will refuse your request and will give you one, two months or more to submit the IELTS. The idea is to take more time to finish your exam and send it.That was exactly what happened to me.

Yes, most of applicants who have studied in the USA and UK they didnt do the test, because they have an educational certificate from known (approved) universities.

Am surprised you are still asking this type of question after all the advise we have given you. with effect from april 10 2010 ielts has become compulsory. it means if you dont include it , visa officer will judge you by your explanation and if they feel your english is not okay that is all your application will be rejected and no second chance will be given to you to provide ielts. if i were you i will prepare very well for the ielts exam and move on. my two cents
