This is a very broad question - which cannot be answered with a YES or NO
Every province has its own independent style of working out their respective PNP streams.

There are many provinces which accept candidates throughout the year for their streams which require job offer in that particular province.

The PNP streams which do not require job offer are the most popular ones and their intake usually gets filled up really fast.
Again there are two ways:
1. Some provinces can accept application only when they have sent out an Expression of Interest(EOI) to potential candidates e. g. Ontario
2. Others require the candidates to directly apply to them and the quota gets filled up according to the first come first served basis.

First, you need to visit the website of each province to understand their way of working. Based on that, you can shortlist the PNP where your occupational code has more employment opportunities.

I researched all the programs of the provinces in which I was interested - Alberta, British Columbia and Ontario. For someone outside Canada, Ontario's program makes the most sense, but they seem to have stopped sending letters of interest. Alberta and BC require an LMIA-job offer, like most provinces.

Let's hope for the beginning of a CRS cutoff drop!
