It's better to focus on whether you're on the correct timeline for what the average application should be processed at. Comparing yourself to other applicants, especially prior to being transferred to your VO, will just frustrate you. It's hard not to do so but in the end it doesn't make that much of a difference what happens at Missisauga as long as your application gets to where it needs to go in the appropriate timeline.
The TLDR: There really doesn't seem to be a specific order. Things get farmed out to whoever processes files and then I assume they work through their queues. It's hard to know how those files are assigned.
