what is the steps to process the application for migration to canada at singapor

dear!!!
wud u pls give me the information about the actual processing time of skilled worker migration to canada from bangladesh. my query is,
on december 2010 the application was send to canada
on march 2011 the application was received by ns, canada
on april 2011 the application was received by visa office at singapore. till there is no upgrade information available at CAS except "documents received by visa office".
how long i have to wait to know the result?

The processing time for 80% of the applications at Singapore is 16 months.

but I want to know the time frame ie, after receiving the documents at singapore how much time is required in every steps?
what is the required time for "VISA OFFICE ELIGIBILITY REVIEW COMPLETE"; "IN PROCESS" & "DECISION MADE". if the application was received by visa office on april 2011 after that is it 16 months or less then a period they will settle the case. more over 16 months started from april 2011?
pls reply in details or is there any way to know the actual status of the application.
