Hi,
I need your assistance about the study permit and work permit process.

I got a conditional acceptance from Toronto DLI college for ESL + conditionally Post Graduate Program (starting from September 2018) When I boarded to Canada at the airport, Immigration officer gave a study permit based on my acceptance. My study permit is valid until September 2019. Program is stated as ESL only. Additionally, in study permit's remarks , it says "This permit does not permit the holder to engage in off-campus employment in Canada.".
Immigration officer said that I would have to request for changing this remark later.

So, I started studying on September in DLI college. I studied one term ESL (fall 2018.) I have just graduated with good marks.
On the other hand, I got an acceptance from another DLI college. I decided to transfer for January 2019. I have already enrolled the second college. I will start my major program on January 2019. The program is full time program. It lasts 2 years.
I would like to work while I am studying starting from January 2019.

So, I know that I have to change my DLI in cic.gc.ca. As I understood, I am not allowed to work with the current study permit. But I do not know how my study permit is going to be changed. So two things are necessary to move forward:

- Conditions should be changed to "working off-campus is permitted"
- Expiry date should be changed from 2019 to 2020 because this program takes 2 years.

Does anybody know what I have to do?

This seems to be right for you. Since you were an ESL student before becoming a full-time student you were not eligible to work off-campus. Follow the below link to change that.


If your study situation has changed
If you weren’t eligible to work off campus but now your study situation has changed, you may be able to change the conditions of your study permit.

You can apply if:

  • you’ve changed your study program to one that may allow you to work off campus and your study permit says “This permit does not permit the holder to engage in off-campus employment in Canada”, or
  • we included a condition on your study permit that may no longer apply
You must apply to change the conditions of your study permit. There is a fee to make this change. You must do this before you can apply for a SIN.

    Forgot to mention this form is for extending your study permit and after applying for the extension you will get a study permit that will allow you to work off-campus. Both of these are done on the same form as you no longer have to get a separate off-campus work permit since 2014. You were not given a study permit which let you work initially since you went for an ESL course which is ineligible.

Do you think it should be in the following order ? Or can I apply both at the same time ?
1) Change DLL
2) apply Study permit change.

I think changing DLI is a easy process from what I heard so it would be safer to first change the DLI and then apply for the extension and with the extension you will get off-campus work permit added.
