1.Applicants who are submitting in may 2013 onwards need to undergo credential evaluation.But even immigration minister do not know which is the agency assigned for that.
2.Then you have to submit a very lengthy application along with fees.
3.They may accept it or refuse it but the fee will not be refunded. Refusal reason will be mostly quoted as mismatching of duties between your experience letter and duties specified in occupational list of CIC.
4.If they accept your application, you will be asked to wait and meanwhile CIC will change their rules and your application may be returned without processing.
5.If you r willing take the risk and all the best.

However if we have file logging before May 2013, in that case...
If you have AEO (arranged employment offer) you can apply at any time of the year. But by the time a visa officer gets free time to review your application, your AEO most likely will get expired and VO can reject your application because AEO expired or it was fradulent.
