What is the process at local opffice for scheduling test?

My application was transfered to local office 23rd June 2014. I called CIC and was assured everything looked fine in my case (no RQ or fingerprints request so far), but no notes written in the file since transfer of application. I wonder if this is normal and what local office is doing meanwhile.Is my file collecting dust?
Or are CIC waiting to have enough candidates for next test date to schedule me?

Do you know if your file reached local office? The agent might have said the date the file was mailed to local office from Sydney.
Mine is similar case where the agent said that my file is ' in transit' since June 16th. It is still in 'in transit' status as of last week.

Just curious to see if it is Mississauga. Mine is Mississauga, I am hoping it would have reached this week atleast. Will call CIC soon.

Application received by CIC - Mar 3rd,

Application processing started - Apr 9th.

Background check complete and mailed to local office - Jun 16th.

As of July 4th, the file is in transit.
