What is the point of the Job Bank

When I search for jobs on there it just redirects me to Monster or another recruitment site, I can just go to those websites directly and search for jobs!

Or am I missing something?

The job bank is not totally functional yet. CIC is working towards hooking up employers who will post jobs on the bank. Then you should be able to see open jobs and apply. I do not know what's the roadmap for that, but it's in their plan. Stay tuned to CIC news !
