in simple words, there is still a requirement ( don't know what? ) pending from your side which is not in your file with them.

TEXTOCS RECD.IN REGISTRY ON 29 JAN 2013 - COPY OF FRENCH PROFICIENCY CERTIFICATE == DOCS FWDD TO REGISTRY TO BE ATTACHED TO FILE NO ACTION REQUIRED.

here "NO ACTION REQUIRED" means what? is visa officer don't want any docs from my part or he will not see my french documents.

Please clarify my dought.

your french documents have been forwarded to registry to be attached to your file.
CHC ND will hit the next "shot". u just have to wait...
